What is a Free Software for Designing/printing 2-1/2 X 3-1/2 In. Trading Cards?

I need it to help me make a WWII trading card game for a history project.

Suggestion:

you can use both photoshop type program, and illustrator programs, to create card design, you would need photos or pictures for players, and something thicker than paper to use as card backing, some paper is thicker than normal, but not thick enough for card stock, you could use bristol board, and then add laminating or clear mac-tac to seal card and paper,
